To avoid collision with energy notation, the proposed institutional quantity is $I_{\mathrm{civ}}(t)=K_H(t)\,\mathrm{Emp}(t)\,\mathrm{Fiscal}(t)\,\mathrm{Tech}(t)/[1+\lambda F(t)]$ . Here $K_H$ denotes evidence-based historical knowledge, Emp empathy, Fiscal fiscal capacity, Tech technical conditions, $F$ cultural friction, and $\lambda\ge0$ its scale coefficient. All terms need predefined dimensionless scales. An empathy value of 0.3 is a provisional empirical threshold, not a natural constant or validated predictor.
